A.General. The length, width and shape of blocks shall be determined with due regard to:(1)Provision of adequate sites for buildings of the type proposed.(2)Zoning requirements.(3)Topography.(4)Requirements for safe and convenient vehicular and pedestrian circulation, including the reduction of intersections with primary arterials.B.Size. Block length and width or acreage within bounding roads shall be such as to accommodate the size of lot required in the area by Chapter 143, Zoning, and to provide for convenient access, circulation control and vehicular and pedestrian safety. Whenever practicable, blocks shall be of such width as to provide two tiers of lots of the minimum size permitted under the applicable zoning classification.C.Through lots. Double frontage lots are to be avoided and generally will not be permitted, except where reversed frontage is desired away from a major thoroughfare to a street of lesser traffic volume.D.Commercial and industrial blocks. For commercial or industrial use, the block size shall be sufficient in the judgment of the Board of Supervisors to meet all area and yard requirements for such use. Adequate provision shall be made for off-street parking and loading areas, as well as for the flow of pedestrian and vehicular traffic, so as not to inhibit the flow of such traffic on public rights-of-way.
